Caspian Oil Products Operations

 

Shipping coordination of light products requires careful oversight of the suitability of the shore and vessel capacities and appropriate rail tank cars.  NG Incorporated maintains constant communication with independent inspectors in Kazakhstan, Turkmenistan, Azerbaijan and Georgia concerning the performance of quality analysis, and their conformity with international standards and the client’s requirements.

Given the multimodal transportation required to move oil products, NG Incorporated ensures the quality of the products during shipment, and oversees the discharge and loading into/from the shore tanks through the countries of transit.  NG immediately informs all clients in cases of cargo contamination.

Crude Oil Terminal


Monitoring of oil products transportation from fob-Turkmenistan and /or Kazakhstan
to fob-Batumi includes the following activities:

Oversight of cargo accumulation at the Oil Bases in the Caspian.
Monitoring of the location of nominated vessels and their ETA at the port of loading.
Arrangement of the vessel's timely mooring and shore readiness for loading onto the vessel.
Communication with inspectors and freight forwarders regarding all procedures related to the vessel's berthing and loading operations.
Control over the quantity loaded onto the vessel, and its conformity with the loading instructions provided by the oil company.
Verification of the accuracy of vessel documents such as Bills of Lading.
Control over the quality of crude loaded on board the vessel, and verification of the inspector's analysis reports and certificates of quality.
Observation of the inspections carried out on shore and on board the vessel, and verification of its conformity with ASTM and GOST standards.
Control of the vessel's timely sailing and arrival at Azerbaijan ports.
Examination of the shore capacities at Azerbaijan terminals for the loading of crude and oil products in accordance with ASTM /GOST standards and the client’s special requirements; visitation of the field (predominately for strategic products in order to better understand shore tank conditions); overseeing the provision of the line displacement by the inspectors before the discharge of the vessel, and implementation of the necessary pipe cleaning procedures.
Monitoring of the vessel's discharge process at Azerbaijan ports, and providing clients with a detailed explanation and reasoning if any delay arises.
Monitoring the quantity and quality of oil products discharged at Azerbaijan terminals, assessment and reasoning if losses are incurred, calculation of the stocks’ quantity, and oversight of the calculations performed by the terminals.
Supervising the timely loading of suitable RTCs in Azerbaijan and their dispatch to Batumi; comparing RWB data issued by the terminal with the inspectors’ calculations.
Evaluation of the conformity of quantities loaded onto RTCs with nominated vessel lots.
Maintaining regular communication with freight forwarders and terminals in Azerbaijan and Georgia regarding RTCs' whereabouts.
Maintaining contact with Batumi ship agents regarding the client’s nominated vessel location and their arrival at Batumi.
Communication with Batumi inspectors regarding the quantity of cargo discharged from RTCs into Batumi shore tanks; comparing the initial quality of  the oil products discharged, and determination of possible contamination and reasons for; comparing the quantity of discharged crude and oil products with initial RWB figures, and loss control of the RTCs discharged and Batumi shore tanks.
Observation of the vessel loading procedures at Batumi, and control of the vessel's timely berthing and loading commencement; maintaining contact with the terminal and its inspectors regarding quantity loaded every 5-6 hrs; clarification of the loading rate with ship agents, and providing reasoning if a low loading speed is observed.
Verification of the quantity and quality of oil products loaded onto Batumi vessels, and comparing the inspector's quality and quantity data with Batumi terminal figures and initial parameters; accuracy verification of issued main vessel documents; control of vessel sailing in due time; ensuring that the time used loading the vessel corresponds with the contractual terms, and determination of the reasons for delay; providing due notice of the responsibility for vessel demurrage to all parties involved.
